People don't take warnings seriously. Many people lost their lives living in the shadow of a volcano because they ignored all the warnings about an eruption and subsequently lost their lives. There is another more sudden dramatic event that many are ignoring and of which Peter is speaking here.
That event is the coming of the Lord which -
1. ... is taught in scripture
2. ... is scoffed at by many
3. ... will happen in God's own time
4. ... will happen suddenly and dramatically
5. ... hasn't happened yet because God is merciful
